There are parts of 2.2 that won't work correctly.  2.1 won't work at all.  

The best way to do this kind of conversion is to install a new OS on your 
existing hardware at the highest level it supports (I will assume 2.3 for this, 
but that might not be possible if you current system won't support it), and 
then use that system natively on the z16.  Alternatively you could install the 
IBM starter system on your z16 via stand alone dump (you order it from IBM and 
it's free) or natively using your old system to your existing DASD, and use 
that on the z16 to install z/OS 2.5 or 3.1, and migrate there.

You should have no problems sharing the DASD with your old processor, so the 
entire process should go quite quickly.  

I have performed those exact upgrades for customers in as little as a weekend, 
(with some pre-planning), and it's fairly simple to do once you know how.  The 
total migration will depend more on how much cooperation you get for testing of 
the new OS from the existing customers and programmers.  

Part of the issue in upgrading is the new installation method the requires 
z/OSMF to perform the install, but the starter system that IBM sends out has it 
pre-installed.

Let me know if you need help.  There are several hundred steps to complete the 
conversion, but most of them are things you do BEFORE you actually start the 
migration.
