At least for my corporate laptop, CBTTAPE.ORG does not require FTP support to
access files there. HTTPS is used now, and although the URL for a download
contains “ftp” I believe that is just a directory name and not the transport
mechanism. E.G.:

https://www.cbttape.org/ftp/cbt/CBT001.zip

Whether or not a z/OS batch job or shell session or TSO session can access the
website is a different question entirely. AFAIK “curl” is only OPTIONALLY
available in z/OS today, not by default. For those who don’t have it, I
believe the zopen project has a version available, assuming both that your
corporate PC has the authority to download that package and that you have
enough personal Unix file space to load it into.

Is there a whitelist allowing either mainframe or desktop access to

cbttape.org?

Is there a pathway by which (suitably privileged) individuals can

install cbttape content, possibly program objects, on the mainframe?

Is curl available on the mainframe? Otherwise this discussion is

academic. Unless the cbttape repository can be mirrored on a

desktop.
