OBTAIN is strictly for DASD non-VSAM. Instream, and anything else with an ACB 
behind the scenes, needs RDJFCB but not OBTAIN. For VSAM you should be able to 
retrieve with CSI.

Does hat work for instream data sets?  Facing that question once,
I OPENed the file and inspected the DCB.

It's probably documented somewhere I don't know about.
