Yes, Tony's right - but why?  If you specify VOL() without UNIT(), you're 
getting a default UNIT value (and it's probably SYSDA, but even if it isn't... 
it's still probably a unit that doesn't have any tape drives.)

It sounds like the data set isn't cataloged, which means you need to specify 
UNIT() and VOL() so we know where to find it.  (It might be a bit different if 
you are using system-managed tape... I'd have to think on that one.)  Of 
course, catalog the data set and it'll solve a lot of headaches.

You also have to have authority to mount volumes, which most TSO users do not 
have.
