No, the link is good.   The important part of the link says:

There is a timing issue between the Support Element (SE) and the LPAR a window 
exists where the SE can not read the PSW and generates a bogus PSW that 
indicates a 017C disable wait state.

Apparently in some instances the IPL continues.  If not a reipl should work.

I have an ISV/business-partner IBM ID, and it gives me a message - in
friendly red - that my userid (which is not my email address) is an
"invalid email address". There is a helpful link
https://my.slack.com/archives/CAQ0197AQ   where I can get help. Naturally,
after registering with Slack, it too is "access denied".
