I created an RFE (see: https://ideas.ibm.com/ideas/ZOS-I-2391) back in 2019 (before I retired) to help with this. When a proc is used, one (or both, I forget) of messages IEFC001I and IEFC002I are created in the job's log. My RFE was to log this to SMF, also. I believed this would be low-cost work for IBM, since the information would be right there when they created the message, they'd just have create an SMF record at the same time, and cause SMF to log it. I created this as an RFE to JES2/JES3 but a helpful IBMer changed it to BCP. It was listed as "future consideration" but I see nothing since then. I retired, so I haven't been to SHARE in a while to ask if the function somehow exists, yet. I still think it is something a lot of shops would want, both for audit and for cleanup purposes.
