There is also the opposite to there being an outage cost! I worked at, what could be called a government agency, and noticed that they had no real DR plan or support in place, in particular for localised problems such as a generator if the power went off. The response was basically "we are not making money so if we have downtime, we're not losing money." This did change a few years later when more work was loaded onto the systems with a massive generator built on the grounds.
