SWAG: No OMVS section in the new userid definition while your userid has one?

I just added an additional userid. FTP to and from z/OS UNIX files works for my userid but not for the added userid. I have checked and all of the WS_FTP session parameters are the same. I looked at the console and realized I was getting EZB.INITSTACK.*.TCPIP (G) errors every time the new userid tried to transfer a file, so I went aha! and permitted the GROUP to EZB.INITSTACK.*.TCPIP (G) (and yes, did a refresh of SERVAUTH) but the problem persists. WS_FTP does not display any errors but uploaded files don't make it and downloaded files don't show up. Windows command line FTP gives me Connection closed by remote host with no errors on the console. Open FTP -- not TLS. And again, works for one userid but not the other, so presumably not a firewall or similar issue. Anyone have any suggestions?
