Sean, I do not believe that restricting the use of a program to specific LPARs using a conditional permission of WHEN(SYSID(smf-id)) requires a clean program environment. A clean environment would be needed if you are trying to use a conditional permission of WHEN(PROGRAM(program)) for dataset access, which is all but impossible in an ISPF environment because so many different programs may be executed.
