I do not believe that restricting the use of a program to specific LPARs using 
a conditional permission of WHEN(SYSID(smf-id)) requires a clean program 
environment. A clean environment would be needed if you are trying to use a 
conditional permission of WHEN(PROGRAM(program)) for dataset access, which is 
all but impossible in an ISPF environment because so many different programs 
may be executed.

We are looking to use RACF program control to limit use of a program to 
specific LPARS.  The issue we have faced in the past is that PROGRAM control 
requires a clean environment and keeping that in ISPF has been troublesome.
