My guess is that it uses TPUT directly instead of using PUTLINE.

Try using CONSOLE instead, assuming that you're authorized.

Anyone know why you can't run TSO OPER / subcommands via background TSO job?  
Anyone know way around this say via background SDSF or something like that?

Message I get is "IKJ56623I OPER is unsupported command name in background"
