It wasn't available for TSO until 1988.

I recall reading in Cowlishaw (I no longer have a copy of TRL)
that Rexx was developed concurrently in CMS and TSO.  It
rapidly gained traction in CMS; not in TSO for several releases.

(re another thread) address 'SDSF' works fine under OMVS
or IRXJCL with no TSO or ISPF available.
