No, it isn't.
It *was* for VSAM datasets (123 per volume, 255 total ...minus 4), but
it is no longer true for VSAM with proper DC parameter.
And it was never true for PS, basic, large or extended format.
Note, the limits per volume (123 or 16) are still valid.
