I use it and I think it's great. I suspect the main reason it's not used more is that there isn't much crossover between people who want to use Java and people who are comfortable with JCL. Java people are more comfortable with shell scripts etc. so Liberty, Zowe etc are based on the shell. They also share a lot with other platforms where JCL etc doesn't exist.
JZOS batch makes job accounting through SMF easier, because the Java work runs in the batch job address space. In other cases the Java program is likely to run in a different address space so the CPU time etc. is harder to track.
