Sounds like a stupid auditor question to me.

Typically system STCs are defined as trusted by the SecAdm.

I do not believe anyone would like the results if (for example) the TCPIP 
atalog address space ceased functioning to an expired password.
Channeling my inner Spock, the next IPL would be fascinating!
