While not really a "heavy duty" solution, in the past I ran Apache Derby on 
z/OS with (to my recollection) no changes other than using the Java option to 
default the file encoding to ASCII or UTF-8 (I'm not sure ATM). 

I don't remember what client I used with it, but I was writing Java code to 
read/write to it, so it wasn't a big deal.  And it would be relatively trivial 
to write a little Java batch program to accept an SQL and pass it off to Derby. 

The benefit of it being all Java is that it's all zIIP-eligible.
