Did you try searching announcements for 5740-XYR? MVS/370 refers to everything from OS/VS2 R2 to MVS/SP V1R3.? (1.3.8) but I suspect that DB2 requires OS/VS2 3.8 or even some level of MVS/SP V1 R3. The link you gave and the announcement letter linked from it didn't list the prereqs.
