I am referring to primary space management.  When I say " dsns are not being 
migrated often enough' I meant to say that the dsns in the storage group are 
not ALL being migrated when SP is run.  To fix the problem I migrate the volume 
- HSEND MIGRATE VOLUME(RPM105 MIGRATE(0)) - and lots of space is now available. 
 Is the cause related to the thresholds settings?  What could I do instead of 
having to migrate the volume?  Should I lower the Allocation/Migration 
Threshold from 85 to 40?

What do you mean by often enough?  A dataset cannot be migrated repeatedly.
A dataset can go from ML0 to ML1 only once and then from ML1 to ML2 only
once.  With the appropriate settings for management class, it can go
directly from ML0 to ML2 but still only once.

Are you concerned about primary space management or interval migration?

The thresholds are used to determine if HSM should consider the datasets on
the pack for migration.  It is still the management class settings which
determine if a dataset is eligible to be migrated.

If you read the manual, you will learn that the low threshold (not high)
determines if datasets on a volume should be considered for migration.

To help you resolve your question, we need the following data collected from
the active ACDS immediately after the situation occurs:
    The complete ISMF storage group display for the storage group.
    The ISMF (or D SMS) volume display for the storage group.
    The ISMF (or QuickRef) display for the volume showing usage percent.
    The LISTCAT output showing the management class for a "skipped" dataset.
    The complete ISMF management class display for that class.
    A listing (such as 3.4) showing dataset attributes such as volume
      and last reference date.
