I had a similar problem a few months ago on z/OS 1.12. The bottom line fix was to stop DFHSM on all the sharing systems (two in my case). Use ISPF to delete (or rename) and redefine the DFHSM journal data set. I made it much bigger while I was at it, but that may not be necessary. I then restarted DFHSM with a EMERG=YES. "S DFHSM,EMERG=YES" in my case. That was on the first system. Once DFHSM was up on system #1, I did a normal start on system #2.
