Allocate a dummy with RTDDN, then reuse that DD with
the REUSE option.

I was surprised to see a very respected programmer generate
a DDNAME as  random number.  That works until it doesn't.
But he had a reason: BPXWDYN didn't work during system
startup.  That bug may  have been fixed.
