Partial resolution.
Changed from SP3272QN to SP3272QS and now my auto-install program is
getting control and no dumps. Still having issues as the auto-install
program is not passing any model names.

The problem is actually on z/VSE, but I know there are a lot of VTAM

New set of TN3270 terminals and getting some strange errors.
It looks like the local auto-install program never gets control base on
EC WTO commands not showing when the error occurs.
