Maybe you're using a different environment (e.g. TSO OMVS, telnet, xterm, ssh) which may be relevant. Did you verify that "ps -ef" actually has "/usr"? Something you expected might not be running. Maybe you need ROOT authority to see these "/usr" entries. Does "locale | more" show the same output as "locale"? It's a simple test of "|" without the complexity of grep.
