I believe it is.
In Canada DEFINITELY!!
To the point the University of Waterloo stopped requiring COBOL for co-ops for 
their first academic terms in 1993 (ish).
Then, all the CDN banks (I was employed at one, then) dropped out of the 
programme.

If that's changed: BONUS!
