I once submitted a Service Request when I noticed that the C feature macros,
__ DATE __ and __ TIME __, respected TZ but compilation SYSPRINt
did not, with absurd inconsistency.  Got WAD.  But , IIRC the problem
was quietly fixed in a later release.
