We ran into a similar problem several months ago. I don't remember the details, but the normal startup was elongated to something over an hour due to zFS recovery.
It had something to do with a PTF that went on and there was a one-time cleanup that had to happen in certain situations. I think the trigger had to do with the system not coming down entirely cleanly and IIRC, during shutdown we had some issue with some address space not coming down in a timely fashion and so the person doing the shutdown decided it was close enough and reset clear. Again, sorry I don't remember the details, but I'd expect IBM support will if you contact them.
