In which EBCDIC CCSID?  On the classic "green cards" and their later 
successors, in the EBCDIC TN train column the X'A0' = 160 decimal character 
glyph is a superscript minus and not the inverted exclamation point.

As far as I am concerned, any UTF-8 or NATIONAL character that has a 
single-byte EBCDIC representation **in the selected output EBCDIC CCSID** 
should be properly converted.  That puts the decision burden on the 
user/programmer to select the correct output CCSID, which is where it belongs.
