Are you logging on to the same z/OS system in both cases?  It's possible that 
your logging on to two different z/OS systems and that /u/ts0sxe/Java17/ is not 
the same ZFS file on both. Although /u is typically auto mount for your home 
directory. 

It's also possible that you have a FTP server exit that is doing something with 
the file after the upload completes.
