I want to think that the wait completion option was drop from z/OS so if you
are running say z/OS 3.1 I don't think that should be an issue.  Please
someone correct me if I'm wrong.

I think you could use the SYSP panel in SDSF to display what parms got used
at IPL time.  I would verify that you actually used IEAOPT00.

I would have thought that you should have seen some type of IWM message
(good or bad) at IPL time.

Before I retired, I helped setup the use of SHOWMVS (SHOWzOS) during the
IPL process.  I think the process was to run the program (started task) from
automation as a last step during the IPL process.  The output was put into a
dataset (GDG) so we had a record of what was done during the IPL.  We kept
“X” generations depending on how frequently an lpar was IPLed.
