Happy New Year! (yes, I know it's February already) I rarely have time for IBM-MAIN, but things have changed recently so I plan on poking in now and then more often when time permits.
I can't believe that after all these years these questions still come up. The LNKLST supports PDSEs and has since (????) - probably day 1. Be it LNKLSTxx or PROGxx LNKLST or SYSLIB LINKLIB. PDSE is not allowed in LPALSTxx. This is still documented in z/OS 3.2 - "“You cannot use PDSEs in the LPALST concatenation." Dynamic LPA addition for PDSE is supported after IPL, but doing it in COMMNDxx is too early from what I recall since PDSE support relies on other components being fully active like, SMS , CATALOG, etc. Although I admit I haven't looked for current doc / recommendations. I've always done it from a console automation software. As far as what you can and can't do safely with dynamic LNKLST, read this: https://www.ibm.com/support/pages/node/879235 It has been out there for a long time and was last updated in January 2025.
