Obviously the ISPLLIB can be APF authorized. If all datasets in the
concatenation are authorized, it is authorized.

The issues are that ISPF does not run authorized and the parallel TMP will not
directly use ISPLLIB. However, should a authorized command/program open
ISPLLIB and the concatenation is authorized, it will be able to invoke
programs within.
