You do not have to invoke the panels anymore if you do not want to. You can add your credentials via batch JCL using GDKUTIL. They document an example here: https://www.ibm.com/docs/en/zos/3.2.0?topic=examples-example-9-new-default-credentials-cloud1-provider
Im not sure why the json file would be unreadable unless somebody intended to modify it.
