I think you are probably going to find that the issue is with one of your BPXPRMxx settings that is causing you to have issues when your region size isn't large enough to handle things after a "previous" call to a java or BPX service.
I think you will find that IBM has several open APARs on that particular issue. Also, you will probably find that if you start TSO and immediately go into MXI, that things will be perfectly fine. I have LPARs at RSU 2603 running both 3.1 and 3.2 with no issues, but I made a lot of BPXPRMxx changes that you might have skipped in your install.
