Have you tried taking an in-flight dump of the address space using the DUMP 
COMM='text' command and then followed the steps in the following link:

I attach a subtask get a TCB however the subtask never takes off

My only hint is that TCBSER of TCBFLGS4

Is on for TCB that never got dispatched

Can anyone give me a clue how to get to the bottom of this
