You are making things unrealistically hard on yourself. If what you want is LPAR-level information, the SMF 70 subtype 1 records have everything you need in one place. They update every SMF interval. I don't have an assembler program to read them, but you can Google for the DSECT. Apologies for not knowing it off the top of my head but it is available.
Don't be afraid to use your favorite AI assistant to help you write a program to extract what you need. Alternatively, if you don't want to code, you could run an RMF report or use an interactive RMF tool to get the data. The possibilities are almost limitless. I apologize for not point you to exactly where to find the information but we have software products that give me that information so I haven't coded anything to do it myself in decades.
