Given that it was around in the early to mid-80s, it MIGHT be the initials of its originator. I worked with Ian Ramage - a very talented individual who worked with me at British Rail in the 70s and, I believe, later on. He was very innovative and "trail blazing". I do not recall ILRBIRD, but I have memories of ILREDIT which was very powerful and innovative for its time. I specifically recall being told of one feature which was, when an uncorrectable error arose, the program loaded a Hardware Wait state code and stopped the machine! I never encountered it myself, but I do not doubt Ian's ability to implement it.
Ian used to attend GUIDE UK OS working group meetings and was a valuable contributor. Does anyone else out there remember him?
