The remote boot function in the HMC requires cooperation of the OS. The memory images must be in a state that will allow a PSW RESTART to kick the anthill and get things going. If you don't have OS-provided utilities, then you must have intimate knowledge of the OS boot process and know exactly when it can be encased in Carbonite(tm) and subsequently packaged.
No, z/VM doesn't virtualize remote boot, but if you ftp the files to a disk and CPACCESS it, you can use the CPVLOAD command to load those flies into a virtual machine and then issue #CP SYSTEM RESTART.
