I seem to recall that it is OPEN (or CLOSE?) that writes the VTOC, not 
allocation?

Not my area of expertise. I could easily be wrong.

I do have trouble believing that SVC 99 behaves any differently in this regard 
than JCL allocation or TSO allocation.
