Use of any system exit increases system overhead. Use of the CSVFETCH exit is 
no different. Further, the addition of the "first" exit routine for a system 
exit may have more increased overhead than the addition of the "N+1" exit 
routine. One reason for that is that the system can avoid creating the 
parameter data for the exit and can avoid calling the dynamic exits service for 
a CALL request if it knows that there are no exit routines.
AFAIK, IBM makes no attempt generally to quantify the impact. Your mileage may 
vary.
