TSO perhaps? TSS has been dead since -- well, I'm sure @Shmuel can tell us.

RACF commands are utterly the same no matter where you enter them from. I used
to do ALL of mine in batch TSO -- increasingly I am using my CBT associates'
wonderful RACFADM, which is what the ISPF RACF menus should have been. Here's a
GENCERT for you -- but your mileage will vary depending on what you are trying
to accomplish. As the label; says, I was testing odd things, so this exact
combo of operands may or may not have worked.

RACDCERT GENCERT -
  WITHLABEL('Test.of.different.key.types') -
  SUBJECTSDN( CN('CHARLES') T('CAM') -
    O('CBT Tape') -
    OU('Development') L('Sonoma') -
    SP('CA') C('US') ) -
  KEYUSAGE(HANDSHAKE) -
  NISTECC -
  SIZE(521)
