For IBM products, it should be easy. [1] For other products from other vendors, 
ask your vendor(s). Some products can be licensed with some keys/passwords 
based on your CPU and/or LPARS. [2]

Alternatively, you can use RACF to limit usage of products or their datasets. 
COBOL (IBM), for example, can be limited to be used on certain LPARS.

[1] - IBM supplies to you their own IFAPRDxx which you need to place it on your 
own system.
[2] - Years ago I had to try to decipher unreadable faxes with those codes, 
yuck!... ;-D
