I use VirtualBox plus Ubuntu Linux.  More work to install, but you get
a real Linux system.  I've found Cygwin to be pretty flaky.

If you have an ssh daemon on the mainframe, you can use PuTTY
as both an ssh client and an sftp (PuTTY calls it "psftp") client.
