My point is first member does not start on track boundary.
As a proof I presented some data of PDS having 1 dir block and two
members. First member (actually the second member too) does not start at
track boundary, because both members and directory are kept in (part of)
first track. Ergo, there is no reason to take care how many dir blocks
occupy exactly one member - the space between end of directory and any
track boundary is used for members.
