GOFF is an enhanced form of an object module that HLASM has produced since 
at least HLASM 1.3 in 1998.  AFAIK, GOFF is necessary for the object module 
(the output from the compiler) to contain things that would require that the 
resulting executable be a program object, but the use of GOFF does not 
necessarily mean that the binder can only produce a program object from it.
