The current (1.13) SYS1.SAMPLIB(IKJTSO00) does not contain del or delete in the AUTHCMD section (anymore). If it is still found in a productive IKJTSOxx member, my guess is that that is 'hysterically grown' and nobody has ever removed it. After a while, nobody dares to remove it because 'it might break' something.
