If you mean the MVS START command, you need a comma after the
procedure name, not a blank. The parameter passed to the program will
not include the apostrophes. If you want apostrophes, you need to
double them and you still need the outer single apostrophes, e.g.,
START FOO,PARM='bar ''baz'' 9'
