The other question that needs to be answered is

Is this process going against the procedures in your shop?  Are you trying
to get around a restriction (which is probably there for a good reason).

Are you looking to do  this because your z/OS Sysprogs will not let you have
an APF Authorized library?  If so, work with them.  They can be very
helpful.

If you are not the z/OS Sys Prog - they will catch this process at some
point.
