And SB37 is end of vol. and no further volumes specified.
Is there any more space on the volume? Does it have 10 tracks available?

I would suspect that your cause is that RLSE. Every time you run the
program it is going to trim the file length at close thus forcing the
next run to need a new extent. Run it a number of times and you will
reach your limit of 16 extents.
