I don't see that 'commands' like ID or WHOAMI are true z/OS components. We have some variations of these as CLIST or Rexx that live in installation-defined libraries.
Obtaining additional data for such commands may depend on the authority of the user. For example, anyone can issue LU (LISTUSER) for oneself, but getting info for another user requires at least AUDIT authority. . .
