Not sure I agree with you 100 percent.
I think that a long time ago that IBM sat up and listened at SHARE
was just around the time of OCO.
IBM sent a strong contingent to SHARE about documentation and they
seemed to listen! For a while documentation got a lot better (except
for OE stuff which has never been adequate).
