A small correction. It is not *empty*, and does have a directory structure. It is part of CIM. Here is the relevant info from one of the manuals:
To place the CIM server repository and the log files in a separate file system, perform the following steps. For a better maintainability, it is recommended to mount a separate file system on /var/wbem for the CIM server's data repository.
