An owner of an exit ROUTINE for someone else's exit does not DEFINE the
exit.
The user ADDs the exit routine to the exit that was defined by the owner
of the exit.

Undefining an exit that is owned by the system is simply wrong.
Defining an exit that is owned by the system is similarly wrong.
